In a medium bowl, combine the flour, cane sugar, sifted cocoa, baking powder, cinnamon, and nutmeg, stirring to blend the dry ingredients.
Add the egg, oat milk, and vanilla extract to the dry ingredients.
Whisk or use an electric mixer until the batter is smooth and well combined.
Heat a lightly greased pan over medium heat. Pour about ½ cup of batter onto the pan, spreading it slightly.
Cook until bubbles form on the surface, then flip and cook the other side until golden.
Serve warm with maple syrup, a pat of melted butter, and a sprinkle of cinnamon.
